bluescreen on windows VLC

Hey,

I have quite a simple task I'm trying to run, but with no success.
I would like to be able to run two video feeds displayed locally, one overlapping the other.
where one of those includes a green screen which I would like to make transparent using the "blue screen" filter (making it the foreground).
the other feed should be a live webcam feed acting as the background.

but I can't make that work - meaning, whatever I do, I see nothing happening.

do I really need to use the VLM or can I use the windows GUI to set up the bluescreen plug in?

I would really appreciate it if you could walk me through the process of making this work.
