Streaming/MRL Question

Is there a way to get a link to a MKV to open in VLC? I have a collection of .MKV files on a computer and I'm trying to set up a web interface for my network where I can open up these of the files in VLC. Can I create a MRL that will open these files in VLC upon click? I hope that I'm making sense...
