Issue with Video

I have VLC version 0.9.9 - I am having an unusual problem. If i play any video file, the first second ro two will play perfectly. The video will then either freeze or go black. The audio will keep playing usually without issue. The strange thing is if for example i let the audio play for the first 45 seconds, and then go back to the beginning, it will then play those first 45 seconds without issue (video and audio). Once it gets back to the point it was paused, the video will freeze again and the audio will again continue.

I have been looking around on the web and can only think this may be a cashing or buffering issue but no matter how much i mess with the settings, I can not seem to get it to improve. Any suggestions would be very welcome.

down grade back to 0.9.8 if it wont work on 0.9.9, i'm also having issues with 0.9.9
