At least under Win2K, you can sometimes use the Windows video vendor's applets to force where a given app starts.
vlc itself has a startup parameter:
--directx-device {} Name of desired display device
Try launching vlc, open settings --preferences, select Advanced options. Then go to Modules -- video output -- vout_directx. Click "Refresh list" next to "Name of desired display device", see if it gives you something like a Display2 or Monitor2 option.
Another option to try, still in Settings -- Preferences, with Advanced options. Genersal Settings -- Video gives you a place where you can put in the video XY coordinates. If you run a large virtual monitor, say 2560x1024, stuffing in an x coordinate of 1290 might force it over to the second display region.
