Playback Issue

I have some videos which I have downloaded from video.google.com and the audio and video is out of sync.

Now, hopefully i can explain this properly, but the problem is that setting a delay does not work since it goes out of sync further down in the video again. This is doe to the video playing too slowly for the audio.

The only way I can think to fix this would be to compress the video (that is make it play at 1.01x faster speed) or slow down the audio by a factor of .998.

Can i do this with VLC?

How can I solve my problem?

I have this same problem(except the audio/video are unsychronized the same distance throughout). There is a feature which you can delay or push ahead the audio by pressing "J" and "K" I think. However, my problem is that I don't know how to save it and keep the delayed audio in tact.
