how many users can vlc support the most as the server?

For questions and discussion that is NOT (I repeat NOT) specific to a certain Operating System.

It depends on what you do with it, what protocol, what codec, what CPu, and so on.

With RTP broadcast streaming, a certain amount, but that's heavily dependent on the CPU and network card.

With RTP VoD (very CPU intensive) or HTTP broadcast (non-scalable implementation), quite few.

With multicast broadcast streaming, infinitely many - load is independent from the number of clients.
