ac3 5.1 thru sound card comes out stereo

I did a lot of searching before posting this but couldn't find anything about this ... though there is a plethora of postings in dealing with spdif pass through.

I have deleted the vlc folder in documents and settings\user\application data and that still didn't fix the problem. I have windows set up with 5.1 config. I have 5.1 selected as audio device in vlc. I have tried default, directx, portaudio, and waveout in output modules with restarts between each with no success. I have latest drivers for sound card. What else can I do?
