Is the traffic cone flashup caused by vlc or libvlc.dll?

For questions and discussion that is NOT (I repeat NOT) specific to a certain Operating System.

Is the traffic cone flashup caused by vlc or libvlc.dll?

When playing a playlist within vlc, if your computer is struggling to load and play the next video sometimes the traffic cone logo is flashed up for a moment or 2. This is more noticeable on slower computers.

Does anyone know if this is caused by the vlc program or the libvlc.dll at its core?

I wrote a program built upon the vlc activex and it experienced this at times, but wondering if a program built upon the libvlc would also experience it?

I already wrote a workaround for it, but suddenly thought that it may not even be necessary, wanted to check others opinions before rewriting my code.

NO, it is inside the ActiveX. so axvlc.dll
