This is due to a new compression technique used on windows. We have heard more of these reports and the compression will be disabled in a next release.

Try an experimental nightly build from http://www.videolan.org/~videolan (highly unstable) or revert to the previous version (still available from the site).

Use standard compression for UPX

Faster (better?), uncompress vlc.exe and all DLLs in plugins and recompress all of them to the standard compression level (without any option).
E.g:
- upx -d vlc.exe
- upx vlc.exe
then change to the plugins directory
- upx -d *.dll
- upx *.dll

Or you can use:
http://download.videolan.org/pub/testin ... -noupx.zip

Which is exactly the same as the official 0.7.2 zip file but not compressed with upx.
