H263RTPheader for RTP

when I send h263 data to VLC with sdp, The VLC didn't show the figure. When I add 12 bytes after H263RTPheader,
the VLC show the figure well, the bytes value I added are all 0x00.But this method can only supply the H263RTPHeader packeting modeA, when the mode is B, the VLC didn't work, the message it shows is as follows:

so what's problem, I think maybe I should add some bytes after H263RTPheader, but how much ?

who know how the VLC process the h263/RTP packets modeB, does it obey the RFC 2190? Does it get the payload data just after h263's RTP header?
