How to make a plugin to integrate VLC and Browser

Well, i've to make a plugin to integrate the VLC player with a browser (like Chrome, Firefox or Opera).
This plugin should work like this:

There is a layer from a HTML page called broadcast who should transmite a video at the back of one application, but I need a plugin to integrate the content of VLC and this layer.

Can I do it?

If yes, how?
