Japanese Version for Windows 7

I'm trying to install VLC on my Japanese-set computer, and I want it to be in Japanese. I've downloaded 1.1.7. Unfortunately, the menu is all in English, and all of the dialogs have absolutely no text. They are completely blank. For example, "Advanced Open"'s dialog is completely blank. There is not a single text in it. It's just blank buttons, list boxes, etc. What can I do about this? The Preferences dialog is also completely blank, and resetting Preferences and reinstalling VLC do not work.
