IP CAM with rtsp stream embedding

I'm aiming to embed a WEB CAM / IP CAM picture on our WEB site.
The CAM provides MPEG4 rtsp streaming, FTP support and all usual stuff.

My target:
- Picture window in the existing WEB site
- Movie window not always in the foreground (configurable via z-Index)
- Fullscreen function accessible via Javascript commans (onclick="...")
- Snapshot function accessible via Javascript commans (onclick="...")
- Option: Recording function accessible via Javascript commans (onclick="...")
- Option: Company logo in top corner (like JW Flash player)

All I tried wasn't satisfactory:
Quicktime player plugin: Always in the foreground. No fullscreen mode. Not all functions accessible via Javascript.
FLASH players: no rtsp streaming

In the moment I'm running a fiddle solution using an iFrame showing the patched manufacturer site view...
The manufacturer site is written as CGI script and running in the WEB CAM itself.

From all I tried the JW Flash player appeared to be the most satisfactory solution, mainly due to its amazing documentation.
Now I am considering VLC player plugin.

Who can help me???
I am also open to subcontract this mini project to a specialist instead of wasting hours and hours myself.
What of the above listed functionallity would be achievable?
How complex / simple is the required client operation to install the VLC plugin when he opens the site first time?
