how can I remotely send slower/faster to vlc

I'm looking for a way to remotely speed up or slow down, i.e. send the faster/slower command but from an external program.
I'm running 0.99 on windows xp.
I've tried to figure out the telnet interface, but only the help command seems to work for me.
I've tried using the windows command line telnet and I get to "welcome master" and type help and it returns help. But commands like play, pause, faster, slower, etc. all say unknown command.
I've looked at the http interface, but don't see any commands for faster/slower.
I've seen some documentation on the console, but all that happens is a text command line window opens. I don't see any way to use this remotely.
Any ideas?
