Can't get VLC api example from wiki to work

Has anyone actually tried this example : http://wiki.videolan.org/LibVLC_Tutorial_086c ? I have a project set up, untarred the VLC source code, set the lib and include paths (all on Windows XP), but when I compile I get numerous errors. All the errors come from the tree of includes starting from "libvlc.h" and its dependencies.

As a secondary question, is there a copy of libvlc.lib for Windows that can be downloaded from somewhere, thus circumventing the necessity of building it?
