When downloading, append instead of overwrite

Does anyone know how to get a stream to restart playing when it goes inactive? Either that or is there some way of telling VLC to append to an existing media file rather than restarting with a new instance of VLC which I'm assuming overwrites the existing file if the filename is the same?
