Remote Control of VLC

Hi,
Apologies of this has already been covered elsewhere on the forums, but this is quite a difficult topic to search for as I have a very specific need that I'm not sure has a name.
Currently, I run XP MCE on my MediaPC which is situated in a 19" rack. It has a long S-Video cable that extends through cable duct to my TV and another VGA cable that extends to a typical LCD monitor. What I do at the moment is treat it as a normal computer - I walk up to the KB/Mouse/Monitor, open up the media file I want to view on the TV, maximise it and go watch.
What I want to do is to be able to do this without the KB/Mouse/Monitor connected. Now, I can/do achieve this through VNC (TightVNC to be exact). However, I will be making changes to my media box that will give it serving functionality (web/ids/etc) and want people in my household to be able to watch files off it as we currently do - but without control of the OS.
My initial thought was a PHP script running on the media PC that fetches a list of the media files and allows a user viewing the web page to select a media file and have it launch on the media pc and go full screen. However, I'm not sure if this possible with my limited PHP experience. I could get the files to list and sort etc okay but I don't know where to begin in having it launch on the web server.
Any help would be appreciated, sorry for the long explanation but it's quite difficult to explain correctly.
