i need the cmd command for windows

on those pages i searched a lot but don't found it

in the VLC Player there is the Option "Wallpaper"
and now i'am trying to write a program with Delphi 6

short extract of code:
shellexecute(handle, 'open', 'c:\programme\videolan\vlc\vlc.exe', 'c:\aimmap.wmv --fullscreen', nil , sw_normal);

now i need instead of --fullscreen the command for wallpaper
