Including VLC ActiveX in discl.-source app violation of GPL?

Let's say the ActiveX's source-code was not modified in any way. Also, the full VLC soure code was to be made available to anyone who downloads a copy of the free but disclosed-source application containing the ActiveX.

Would that be legal?

This would at least depend on the fact whether the closed-source application is able to run without the VLC plug-in or not. If it isn't, it isn't legal.
There might be further aspects you would have to take care of. This one just crossed my mind.

Run as in "start up" or run as in "start and provide full functionality"?

E.g. if the ActiveX is only used for certain filetypes (one could still use/run the software, only with a few limitations)
