Script needed -- for $$$$ of course...

i need a script to do the following:

execute a command line that looks like this:

vlc "c:/mp3s/Brown Eyed Girl - Van Morrison.mp3" 45 40

vlc will start, load the file, do a fade in starting at 45 seconds, and after 40 seconds of playing the file, it fades out. The fade in should be about 1/2 second long and the fade out should be about 2 seconds long

anybody up to earn some $$$$?
