VLC Batch Script

I am not very tech savvy so I was hoping someone could help me. My church needs a .bat script that will open a certain title on a DVD that can be typed in. It also needs to play onto another display in fullscreen mode. If possible, force the aspect ratio to be 4:3 with the resoultion 1280x960. I need this to play church videos even when the volunteer is not tech savvy enough to drag it over. Also, I want it to look more professional. Any ideas?

vlc.exe dvd://D:\ to launch the DVD. Then add a title with #<title>

I tried that but it didn't work. It doesn't even open VLC.

You're not doing it in the right folder then.
