If you've create a window and a layout for that, select the layout. Then the preview window for that layout should appear. Now in the items window chose the add buton and add an image. Image items are used for backgrounds.

Each window has at least one layout that tells the window what it contains, how it should show up. So you add a layout to a window.
Then to the layout you add various items, which in turn can use the bitmaps. You can add items to the currently selected layout by using the add item button in the items window.
