Can anybody tell me which verion of vlc is this and if some specific kin is used here. I downloaded 8.6i and it looks almost identical to this one except its plain unlike this one which seems to have some sort of metalic looking skin. So which version is this one and is there some sort of skin being used?

This is not a skin. This is the old main interface look in 0.8.6.

Is there any way to still obtain it? Cause the 8.6 now is just plain completely. Also another question. Whats the difference between 8.6a and b and c and so on?

No, you cannot. Use old versions of software if you want it back.
