Is such a skin creatable?

Hi,
first of all I must say that I've never created a skin for any program, so I dont know anything about it. However, I have a skin in my mind that I'd like to have and I wanted to ask if it is even possible to create such a skin before I begin to learn how to actually do it. So here it is:
One the left I'd like to have the video displayed like in the minimal mode (that is I'd like to have the video only) and on the right I want the following things (in what order ever): the menu bar items, the controls that are normally on the bottom (such as play etc.) and the playlist.
Can I do that?
