Change scroll wheel increments when using fwd/back slider

Just started using skins an noticed that some of the skins use much large increment jumps for each mouse WHEEL click than the DEFAULT VLC skin.

So my question is how do I change this either in the default VLC interface settings? Or if I wanted to modify the skin .vlt file, where would that be in the skin editor?

The natural default skin increments for approximately 10 sec for each mouse WHEEL click, either fwd or back.

The skin that I'm leaning toward is "Bblue.vlt, it's increments are 4 mins for each click.

I'm really hoping to make increments even smaller than the default. Like down to the 1/10 or even 1/100 of a second. Would come in handy for my subtitle editing.
