Skinning questions

Hey all, I'm looking into making a non-standard skin for my own use.

As such before I dive in I have a few questions.

1: Where is the latest documentation? I found this: https://www.videolan.org/vlc/skins2-create.html Is this still current or is it out of date?
2: I plan on using my skin to make listening to audiobooks a bit easier, I see that there is the dvd.nextChapter() action. My understanding is that this refers to the chapters listed in Playback >> Chapter?
3: Is it possible to get a list of said chapters in a custom window or as part of the main window?

I'm not too familiar with VLC and use it in what I believe is a rather niche way.
