VLCSkinEditor.jar does nothing - trying to do a Portal skin

Hi!
I'm on Windows 7 and I tried to use first the .exe file, but it didn't see Java despite being on my computer. So I searched a little further and learned I should open the .jar file instead. It opens perfectly, but once open, the interface doesn't react. For instance, if I click on "Open...", the explorer doesn't even open to make me open a file, and I can't drag and drop a file in the editor's window.

If that problem takes too much time to solve or you just don't know how to solve it, I'm exposing the skin I wanted to make, so if someone can and wants, they can work on it. Based on this website https://theportalwiki.com/wiki/Portal_Test_Chamber_18 (I don't get why a simple [url] bbcode doesn't work here but anyway) I wanted to make a test room info board like this as a skin for VLC:

I had this issue and this thread: https://forum.videolan.org/viewtopic.php?t=148169 -- helped me solved it - for making the executable work, that is.

You also need to have 32 bit Java installed onto your computer (I only had 64 bit installed on mine apparently even though I could have sworn it had both). You can download it from here: https://www.java.com/en/download/manual.jsp. Make sure you select the "Windows Offline" download.
