Custom skin designer for application

Hi everyone I wasnt sure where to put this, I would like a custom version of VLC for a project i am working on, we are happy to pay for this functionality but need some features not usually associated with VLC, we need to be able to playback AVI files at various speeds, view them frame by frame, ideally be able to add comments to a frame or section of video the skin needs to be super simple to use to view clips on a small screen and also a larger screen (comments only required on larger screen) alot of VLC's functionality can be removed as it is not required but frame advance and reverse is a must as is playback at slower speeds, 5fps, 10 fps etc

Can anyone help me?

is frame backwards possible? need it in a custom skin for use on a small touch screen device, and would like some other features if any interested parties would like to contact me. (if this is allowed)
