Sure you just click on a skin preview in the list and then a box opens where the download link for that skin is shown.
You do not need to reinstall VLC if you can't access the preferences in a skin. You always can access them by rightclicking on any part of the background of a skin, and from the context menu that opens up you can access VLC's preferences and also change the skin. This is independent from the skin you use.
