Has anyone of you encoded video with different video and luminance resolution?
I have such task to do and first time I heard about such thing.

Are you sure you read/heard the task correctly?
You would need encoder that supports colorspace where luminance resolution is different size than output resolution, but I don't remember one. (you could easily cook up something with Matlab if that is what you want)
