unable to install VLC 2.0 "Twoflower"

I have a TOSHIBA TECRA S11 working on WINDOWS 7, 64 BIT and I downloaded THE THREE files of the VLC 2.0 "Twoflower" and none of the options accepted upgrading VLC from the VLC PLAYER 1.1.11 "THE LUGGAGE" I have been using without problem. The first, vlc-2.0.0-win32.exe, 21Mb gives a popup saying "unable to elevate, error 1814". The other two, d/l as "packages", vlc-2.0.0-win32.7z of 18Mb and vlc-2.0.0-win32.zip of 36 Mb failed as well.

The funny thing is that WHEN OPENED and inside a file, clicking the "spad-setup.exe" fails to install the program prompting the fact that it may have been incompletely downloaded or whatever but when I click vlc.exe icon, it actually opens the player and plays normally

any ideas?

.7z and .zip files can be extracted and the vlc.exe can be run from there. No need to install those.
