How can I control point to point in % indicator ?
with the mouse wheel i can't

or in "subir volumen" "bajar volumen" (up volume, down volume)

IIRC current builds don't have option to control mouse wheel adjustment level.

I haven't understood your last question. Could you reword, please?
Default volume is 256, which is shown as 100% in interface. "volume-step" option controls the step the volume is being changed, when you use mouse or keyboard. Default is 32 which is 12.5%. You can change it whatever you want. Minimal value is 1, I guess, which corresponds to 0.4%.

Tools -> Preferences (Show settings: All) Audio, both are there.

If you edit config file (i.e. not via the interface) you should ensure that vlc is not started

Also don't forget the remove the '#' at the beginning of the line. '#' is the comment character.
