Volume Level Percentage Accuracy Issue

I apologize in advance if this issue has already been addressed, I've searched the forum and haven't found an answer.

I have my default volume percentage setting set to 100%. When lowering the volume, I don't hear much difference (any difference, really) in loudness until I get down to about 10%, where the volume starts to lower rapidly between that 10% and 0%. The other 90% sounds like about the same loudness. I've had the same experience across 2 different laptops, using the built-in speakers as well as plugging in external speakers. Am I missing a setting somewhere? The volume percentage seems totally inaccurate.

VLC 1.2 should be better for that.
