Why VLC doesn't play last frame(s)?

Created a short 1sec clip with yellow rolling balls on blue background and muted audio.
The last frame is red frame and 1kHz tone in audio channel.
Made avi with DV codec and MPEG2 in mpg. Both PAL.

When playing it with VLC 1.1.11 under Windows XP SP3 or Windows 7 64bit
I never see red frame or hear the beep.
What I'm doing wrong here?

I don't think you are doing anything wrong.

Your 2 files:
Red-and-beep-in-the-end-DV-PAL.avi
Red-and-beep-in-the-end-MPEG2-PAL.mpg

... both play OK in Windows Media Player and Media Player Classic (installed by K-Lite_Codec_Pack_710_Mega.exe)
meaning I always hear the beep and in 80-90% of replays I see the red screen in the end.

With VLC 1.1.11 under Windows XP SP3 (with setting "Play and pause" to keep the "last" frame on screen)
I never see the red screen in the end (for both files) and I hear the beep only for the .avi file.

Known limitation of VLC. It will be somewhat better in upcoming VLC 1.2.0

Today I saw it as open bug in bugtracker and
to my understanding no a developer is dealing with it currently.

It has been fixed by some patches, but it isn't perfect yet.
