weird distored sound only on VLC player

Hi. This problem has been happening kinda recently since I updated VLC to the most recent one. I haven't had this problem much of a deal now.
The thing is that from time to time, a recording that's usually mp3 [and sometimes wav] will have a distorted sound in the file, even though there's none in it (proven by Quicktime that I have no EQ)
I have tested it with this file that seems to show it, especially when the volume is raised up. please tell me if it's a setting error either on VLC and/or windows:

it does seem to have less of a "distorsion". I kinda knew it could be some sync issue or something. Is there any way to tell where it's coming from? I can always pass the mp3 or something. It would be nice if this problem can be fixed in the next stable version of VLC. c:

Not any easy way. There are options you can try,
1. Disable Windows power saving options temporarily
2. Update audio device drivers
