I have downloaded VLC in exe and Zip, is there a disadvantage in installing Zip version,
should I uninstall previous *.exe version in Win7/64 before installing Zip version

.zip version is not an install. It is the SAME VLC, but won't have registry extensions.

VLC portable is completely different product, not done by Videolan.

Executed Portable (zip) version, how do I create new Toolbar with Line 1 right of Line 2, and a vlc cache, is there a way to save settings to be used in next version. Is Haali Media Splitter useful for VLC.
Why is exe version much smaller than zip version.

Nope. VLC cannot use DirectShow or VfW filters.
