DVDs open very slowly

I'm having a problem on Windows 7 with VLC 1.1.9 where DVDs are opening very slowly. When I tell VLC to open the DVD it freezes for several minutes before it opens up the DVD's main menu. I've had this problem with several Netflix DVDs on this one particular machine. I suspect that the problem must be related to the something particular on this machine. It is relatively new and I think it has always had this problem. Once VLC gets the DVD open, it works fine.

DVDs do not play in Windows Media Center at all on same machine---I get a vague message saying that another application is using the disc, my display resolution is too high, or the video output is wrong (it is using VGA).

It looks like at least one other person has had this problem here:

Any suggestions about how to troubleshoot this?

to open dvds with vlc will take a while compared to other players like wmp, windvd, powerdvd, mpc,....
but this is normal
when u open a dvd with vlc u may notice that your dvd drive led will flash
and it takes several seconds before u see the dvd menu
i am not 100% sure but i think the dvd decoder from vlc tries to read/break the css key

mplayer /smplayer do the same
but when it takes serveral minutes it seems something wrong or may be vlc has problems with the copy protection

which DVD's to reproduce?
