Steam IM in Windows 7 Lowers VLC's Volume?

Everytime I get an IM in Steam, VLC's volume within Windows gets lowered. It goes down, up, down, up, and finally down. It does it after every IM. It looks like this:

Steam is most likely sending some hotkey events that VLC handles.

I have a similar problem, but the volume of VLC within Windows gets lowered at random moments. Not only when I get an IM in Steam.
It looks like this is a feature of Windows, which lowers the volume of applications when a voice-application starts a new conversation. So it is probably not a bug in VLC.
You can disable this feature as follows:

Right click on the volume icon in the system tray, and choose "Sounds". Next, go to the tab "Communications" and choose the last option "Do nothing". This will disable the feature.

Unfortunately, I like this Windows-feature, because it also lowers the ingame-volume when starting a voice-chat in Steam.
