horizontal lines when playing videos

When I play my camcorder videos using VLC I see that the screen is fractured by hundereds of horizontal lines.
Can some one give me some "idiots" help on this.
When I play the same videos using other players this problem is not there.
Basically all I can do is open VLC and start playing my videos.
I am a complete novice at this VLC player and I don't understand 99% of the technical jargon so asking me to provide that kind of thing is practically useless. Most of the time I wouldn't know where to start.

ps,.,I use Windows, so does that mean that this is the right forum category? I hate it when people jump on my bones for making honest mistakes about forum categories when I'm posting problems. It aint done on purpose. Even some forum category titles leave me quizzical and :?

The video is interlaced. Please deinterlace it with the video menu.
