Bug: framerate converted to 60Hz for playback @ 24Hz display

Hello,
I have dual-display (PC monitor & HDTV)
I always set the refresh of my TV (plasma type) the same as the movie I want to play, but my PC-monitor always keeps running at 60HZ
Now when I play a movie, it always syncs on my PC-monitor and has broken playback on the TV-screen (no more smooth movements)
The only solution is using directX instead and choose Display2 to show the video. But this resets the Win7-theme to something standard as long as the movie is playing. (Not a really big deal on it's own while watching a movie, but took some time to find this too, certainly not meant to be...)
Isn't there a way to use Direct3D and let VLC sync it's output to the 2nd display, if one wishes to?
(using win7 x64, i7 930, ATI HD5770; monitor plugged in VGA, TV in HDMI)
