I am sorry but it does on my new install of Windows 7 x64. the latest version, set up file associations and then bang, every time I run it the UAC window pops up, makes it impossible to use.Once installed. VLC doesn't need UAC.
And if you don't want UAC at all, just use the .zip version of vlc.
