Separate GUI from video, and set the size via Tools -> Preferences (Show settings: All) Video

I am having this problem now. I have tried what it says in this post and it does not work. I have experimented for many hours and tried many times in different days and can not find a way to prevent playback window from resizing for each video. I want the window to stay the size that I drag it to. Can anybody offered detailed instruction on what to do> I an technically advanced though but would still desire detailed and specific instruction as to prevent possible confusion. I am going to install another version of vlc player in meantime and see what happens. Will post here if I find one that does not have this very annoying issue.

You can force non-resize in the main preferences.
