Can't Save Preferences in V1.1.5 - Windows 7

I am working in WIndows 7 and tried to save the IP host address under Main Interface. This does not work with the latest version
of VLC v1.1.5. When you reopen VLC, the setting is missing.
This is a bug for the new version only. v1.1.4 works fine. I also found it very difficut to edit the .hosts file. (had to do this in safe mode).
Where are the older versions to install? I found the binary files but not the installer versions.
