Album art policy in VLC

Does not work, if you set it to manual download only, it downloads it anyway.
I had an old version and thought it was just a bug so I updated to the newest version.
And its the same.
Please fix this, there is even spyware and URL's advertising websites in the album art people are using it to exploit.
