VLC Cannot Play Subtitled HDTV files from CAN/US

New North American HDTV broadcasts(ATSC) use MPEG Transport streams with advanced closed captions in the user data. In order to play them in most players the captions are converted to .srt subtitles, and the players then overlay the HD playback with the subs.
This works with all players (MPC,GOM,ZOOM, etc) except VLC, which simply refuse to overlay the video with the subs. Perhaps it is the existance of the embedded user data captions that cause this VLC problem, but they should not prevent the playback of .srt subtitles with these newer HD file formats.
If I use Video-redo to convert the Transport Stream (.ts) files to MPEG Program Streams (.mpg) (which do not have user data captions) then VLC wil overlay and playback the subtitles correctly.
Seems it should be a simple fix to have new format Transport Streams play as well as old format Program Streams.
