I installed VLC and seleced "English" as language, but after installing VLC was suddenly in German.

VNC-Version: 1.1.3
Windows 7 Enterprise (Settings are: Language: English (US), Format: German (Austria))

Force it in preferences.

But why will it ask me for the language when this is no use?

VLC will use region setting when it determines the language.
