Is it possible to bookmark radio ? I would like to bookmark this one:

You can create shortcut that opens the URL in VLC if that is what you want.

And without shortcut ? Is it possible just to open VLC, go to bookmarks and open this radio ?

No since bookmarks aren't saved. Media Library does save URL in case you want to use it.

View -> Playlist and the Media Library can be selected from left side.
