VLC not keeping with my window size setting

Windows 7 Professional 64bit / VLC v1.1.2
In Tools > Preferences > Show Settings / All > Video > I have set Window Properties to 900 in both the height and width with the intent to always have that be the window size regardless of the movie playing. In this latest version VLC is not honoring the settings? Help appreciated, IM
