Sound dropping out, debug message: "Output is Starving"

I recently upgraded my computer and reinstalled Windows. I am using XP Pro SP3 and VLC v1.1.0

I have a problem with most video files where the sound cuts out intermittently.

Looking at the debug log, I see:

main warning: output date isn't PTS date, requesting resampling (-47229) main warning: timing screwed, stopping resampling main warning: buffer is 94980 in advance, triggering downsampling main warning: output date isn't PTS date, requesting resampling (-43916) main warning: audio drift is too big (-137376), clearing out main warning: timing screwed, stopping resampling main warning: mixer start isn't output start (-54240) main debug: audio output is starving (144167), playing silence
The videos that Windows Media Player can play and has codecs for work fine, but in VLC the same files have issues.

I tried playing the files in Mplayer and I had the same dropout issues. I expect they are caused for the same reason, so it must be a commonality between Mplayer and VLC.

Is there a likely cause for this kind of problem?

Does this happen with audio files? Or only with video files?

It appears to be only video files.

MP3, FLAC and APE work fine at least.

Does it help if you change video output module?
