With media player classic home cinema I can enable vsync in options and the tearing is gone. But with VLC player theres a tearing stripe 1cm from bottom, how can I remove it?

VLC doesn't have V-sync option. You can adjust that setting from display adapters control panel.

This thread might be old, but it popped up when searching for my problem. I do not know, if this was fixed in the last 10 years by other means ... but
using the nvidia controls to specifically turn vsync on for vlc got rid of the strange artifacts I saw while watching a side scrolling scene.
So it turns out, the artifacts were tearing. Wich explains why I could not see any artifacts while on pause. Looks much better now.
